Bath in oatmeal? No, thank you. I am doing fine with a moisturiser. Also, drink plenty of water, get enough sleep and protect yourself from the sun and wind.

drink enough water to avoid dry skin.

mixture of lime juice and honey apply on body before bathe, leave for 10 minute and wash with luke warm water.
avoid hot water to take bathe.

honey is natural moisturizer and works well on dry skin. it has no side effects.

I use Monsia Skincare and during the winter here in the UK my skin gets extra dry due to the central heating. I read that vit E oil applied after moisturiser seals in moisture. This is what I have been doing and it works - try it.

Solvaderm Ace Ferulic Serum, can be used daily (morning and night) you can apply make-up right over it as well. I have been using this serum for a while now and have noticed that my brown spots are getting lighter.

Use cold/room temp water and a mild moisturizing soap like Dove when taking a bath. After bathing, slather on some moisturizing lotion while your skin is still well. This will let your skin absorb more water.

Aside from slapping on rich moisturizers, you can also start by eating food that can help combat dry skin. Think nuts, avocados, fish, and sweet potato.
