I started doing it when I developed a sudden reaction to my deodorant, same one I'd been using for ages but it got very itchy and raw. So I started shaving as a way to keep it cleaner. I don't think my other half noticed for weeks...

I don't get the whole execution as a deterrent thing - most of the people likely to be executed have committed the types of crimes where getting executed by a rival or a target is more likely than execution by the authorities... if they're not worried about getting shot/stabbed they're not going to ...

I'd go with the ambulance chaser argument too - there are too many of them and the courts didn't do enough to rule in favour of common sense. Unfortunately it isn't the clipboard army or a genuine drive to eliminate genuinely dangerous working environments but a fear of litigation.
