The city government is starting to re-open to the public . The city has ordinances & regulations on the level of advanced countries like Japan and Sweden but a civil service force on the level as Ghana or Botswana .

The UK and the whole of Europe from west to east have a long way to go in dealing with covid. The new Delta variant is a new challenge that based on past performance the individual governments including that in the UK will have great difficulty managing .

Tourists could....... dress as convicts for photos. We have some tourist attractions like that. I would think so since convicts were the main group of white immigrants to Australia .
